D T Joseph Is a retired IAS officer of the Maharashtra Cadre. He was Collector of Kolhapur (1975-78), and Municipal Commissioner of Kolhapur (1978-79). He was Officer on Special Duty, Bombay University in 1983-84. He was Public Health Secretary in Maharashtra (1985 – 89). He was Secretary Urban Development (1990-96). During this period he finalized the Development Plan for Greater Mumbai. He was responsible for bringing in new concepts such as Transferable Development Rights (TDR), Accommodating Reservation and use of mill lands through Development Control Rules (DCR).

He brought in Heritage Regulations, and was given the Citizens Award in 1996 by the Indian Heritage Society. He had also dealt with many other Development Plans and Regional Plans in the State. He was the first Chief Executive Officer of the Slum Rehabilitation Authority (1996-97). He made the detailed regulations for the slum rehabilitation scheme. He was Managing Director of the State Industrial & Investment Corporation of Maharashtra (SICOM) (1997-99), and earlier of Development Corporation of Konkan Limited (CKL) (1979-83).

He has been Director General of Shipping (1999 – 2003) and Secretary Shipping (2003 – 2006) in the Government of India. Now he is a non-executive Director in a few companies such as APSEZ, Shreyas Shipping, Tata Tele Maharashtra Ltd, Ocean Sparkle Ltd. He is the winner of the Varuna Award of Government of India., the most prestigious national award in the maritime sector.

He was on the Board of World Maritime University in Malmö, Sweden. He was elected President of IMO Conference in 2004 for the Ballast Water Convention. He has been nonexecutive Director of companies such as the State Trading Corporation, Dedicated Freight Corridor, Wartsila, etc. He was also Chancellor of AMET Maritime University. He has a Master of Arts degree in English Literature from Madras University, and a Master of Arts in Economics from Manchester University UK.
